This paper tries to explore the education quality assurance and school monitoring in Hong Kong, with three research questions being raised： Who controls school education quality in Hong Kong？ What strategies are used during the Hong Kong school education quality assurance process？ Is agenda for the implementation and reforms of quality assurance and school monitoring in Hong Kong always smooth, any challenges？ The analysis finds that while Hong Kong has built sophisticated quality assurance systems, the prospect may well be rough, and meticulous and full reviews are necessary to rebuild trust between the government and practitioners and to further improvement in point.
