农村最低生活保障制度是为保障收入难以维持基本生活的农村贫困人口而建立的一种新型社会救助制度,它是逐步缩小城乡差别的有效途径。农村最低生活保障制度的实施对于保障农民合法权益,构建和谐农村有着十分重要的意义,但实施的过程中也存在一些问题。就农村低保中存在的一些问题提出了几点建议及对策。

It is necessary to build up a new minimum living guarantee system of ruralresidents in China now,and the system has been established during these years.It can speed up the development of rural areas, and it is also the base guarantee of rural social security. This article put forward some principle about minimum living guarantee system of rural residents, and then offered some helpful advice on its implement.
