厦门市公共体育场馆管理运营现状与对策研究

On Current Management Situation and Measures of Public Stadiums and Gymnasiums in Xiamen

采用文献资料、实地考察、访谈、数理统计等研究方法,就厦门市公共体育场馆设施现状、管理体制、管理模式和运营模式进行调查研究。结果表明:厦门市公共体育场馆实行建设管理为基础,日常管理为保障,赛事管理为重点的管理体制;实行部门管理责任制的体育行政部门法人管理模式;实行非企业化(事业型)经营模式。为了进一步提升公共体育场馆管理运营的质量和效益,厦门市公共体育场馆在管理上应实现所有权和经营权有效分离,建立法人和物业公司相结合的管理模式,引进和培养既懂体育运动规律又熟悉市场运作机制的经营管理人才;在运营上应依据场馆的类型建立承包和租赁相结合的运营机制,按照"文、体、商"的综合需要,完善场馆的功能设计与开发,借鉴国际体育场馆建设的经验构建多样化投融资渠道,开发公共体育场馆无形资产,实现运营的低成本高效率。

By means of literature review, tield investigation, interviews and mathematics statistics, the authors have made investigations on the current situation, management system, management pattern and operational pattern of the public stadiums and gymnasiums in Xiamen. The result indicates that the management system of Xiamen＇s public stadiums and gymnasiums is based on constructive management,guaranteed by daily management and focused on game management; its management pattern is run by sports administra- tive departments who serve as the legal body under the liability of departmental administration; and its operational pattern is a kind of non-enterprise style. In order to further advance the quality and efficiency of the management and operation of public stadiums and gymnasiums,it is suggested the public stadiums and gymnasiums in Xiamen should realize the efficient separation of proprietary and management rights,construct a management pattern run by both the legal body and the property management corporation, bring in and nurture the administrative talents who are able to command both sports rules and market operation systems,establish an operational mechanism which links contract and leasehold according to the types of stadiums,perfect the functional design and development of stadiums and gyms in accordance with the comprehensive needs of ＂ culture, sports and business＂, refer to the experience of international stadiums and gymnasiums to construct a multiplied channel of investment and financing,and exploit the intangible asset of public stadiums and gymnasiums in order to realize low-cost and high-efficiency management.
