输配电网管理体制改革与接入监管

Institutional Reform of Transmission and Distribution in Power Sector and Regulation on Open Access

针对目前中国输配电网管理体制改革的争论,指出输配电改革实质是一个单向接入问题,是否认识到这一点,是目前输配电分离与输配电一体化2种观点的分界点。有效的接入定价监管可以保证输配电网对售电侧企业的有效接入,促进电力市场竞争。最后简要分析了几种可供选择的单向接入定价的监管方式。

Focused on the current debate concerning the reform of transmission and distribution system this paper concludes, upon intensive analysis, that the reform is in essence a problem of one-way access, which is the dividing point of the two contradicting viewpoints, namely split-up and integration of the transmission and distribution activities. Efficient access pricing regulation can guarantee the efficient access of load serving entities, enhancing the electricity market competition. Several one-way access pricing regulation methods are also discussed in the paper.
