摘要
以漳河水库灌区为例,以灌区发展生存的物质技术基础、灌区管理与利益相关部门之间的关系、灌溉水权和水利资产产权和灌区激励机制等方面为重点,全面分析了灌区灌溉管理现状结构,并对灌区的进一步发展提出了建议。
Taking Zhanghe Reservoir Irrigation District as an example, studies are made on the current conditions of irrigation management of irrigated district, by focus on the relationship between its technical base, management and relevant department, entitlement of irrigated water use, property of water assets and incentive mechanism. Suggestions are made for further development.
