Service Outsourcing, a latest topic in economics, has become a new field in the research of international capital flow. With the development of international industrial work division in depth, service outsourcing industry began to grow rapidly, and has become the main drive of the global FDI. This paper holds that we should establish efficient policies and find out the proper way of development in accord with China＇ s present undertaking international outsourcing.
