青岛市新型城区卫生服务情况的调查

A SURVEY ON HEALTH SERVICE IN NEW-TYPE COMMUNITIES IN QINGDAO

目的对新型城区卫生服务情况进行调研,分析存在的问题,提出应对措施。方法应用自制问卷,调查青岛市城阳区620户家庭居民对卫生服务的需求情况,同时调查了卫生机构的卫生服务供给情况。结果不同年龄、职业、文化、收入的居民对卫生服务的需求存在差异性。现有卫生服务机构在数量上能够满足居民基本卫生需求,但是不同机构在资金、人才等方面有较大差别。居民对新型城区卫生服务工作的满意度为31.4%,对新型农村合作医疗制度感觉信心不足者占57.8%。结论新型城区卫生服务存在卫生资源配置不合理,卫生经费投入不足,高技术人才相对匮乏等问题。要统筹整合城乡卫生资源,建立政府主导的融资机制,加快人才培养,进一步完善新型农村合作医疗制度等。

Objective To investigate the current health services in new communities, to analyze the problems and to raise coping measures. Methods A questionnaire was used to survey 620 families for their demands of health services, and the services offered by the health institutions. Results The requirements for health care were difference among denizens with different ages, occupations, education background, and income. The fundamental health-care needs could be met by institutions available, but comparatively big differences remained in different institutions in terms of fund and health professionals. The survey showed 31.4% of the denizens were satisfied with the services, and 57.8% responded with lack of confidence for the new cooperative medical care system. Conclusion The problems existing in current health services in new-pattern communities are irrational allocation of health resources, lack of health funds, shortage of experienced medical staff. Integration of urban and rural health resources is needed to establish a finance-raising mechanism managed by the government and speed up the training of health personnel and further perfect cooperative medicare system.
