新形势下西部农村义务教育发展的现实困境与破解思路

从女童义教完成率、培养目标、项目成果推广情况、师资队伍、学生学习质量等方面可以看出,西部农村义务教育发展中存在许多问题。改革西部农村义务教育办学现状,需要有新思路、新举措和新突破:重新审视农村义务教育培养目标,培养学生的"爱农"情结;加强农村寄宿制学校的研究与管理,乡镇学校实施连锁办学;建立农村义务教育质量监控制度,全面提升农村义务教育质量;确立教育投入公示制度,完善经费监督与审计机制;变革教师管理体制,提升教师质量。

By looking at the proportion of girl students attending schools, training objectives, spread of project results, teaching staff and students＇ learning quality, we can find many problems exist in the development of western rural compulsory education. To reform the western rural compulsory education requires new ideas, new measures and new breakthroughs. We need to review the training objectives of rural compulsory education and cultivate students＇ love for countryside; we should strengthen the study and management of rural boarding schools and township schools should carry out the running of chain schools; system of monitoring educational quality should be established to raise the level of education in an all-round way; system of making known the educational investment should be built and educational funds supervision and auction mechanism should also be bettered; we should reform the system of managing teachers and improve teachers＇ quality.
