摘要
目的:全面了解目前合同制护士与临时护士管理工作中存在的主要问题,并提出解决问题的对策和建议。方法:采取普查与典型现场问卷调查相结合的方式,分别普查某省237家二级以上各类医院,抽样调查了8家三级医院、11家二级医院。结果:三级医院中合同制护士占26.90%,临时护士占13.20%。合同制和临时护士薪酬待遇低,聘用权归属形式多样,大部分集中在院长、人事科和相关科室,护理部聘用权限较小。结论:合同制和临时护士薪酬待遇过低,队伍不稳定,护理部聘用权限小,不利于管理,当前的人事管理制度不利于护理队伍的管理及护理质量的提高。建议:医院提高重视程度,制定相关政策维护合同制与临时护士的合法权益,建立完善的激励和转正制度,解决好身份转换问题,明确护理部的聘用权归属,同时规范聘用标准。
Objective: To have a comprehensive understanding of current main problems in management of nurses employed under contract system and temporarily employed nurses and to develop the according strategies and comments. Method: A survey as wells as an in-site questionnaire were used to collect data from all of 237 hospitals ranked 2nd class above in Hu Bei province, and 8 hospitals ranked 3rd class and 11 hospitals ranked 2nd class through sampling. Results: 26.90 % and 13.20% of nurses were employed under contract system and temporarily respectively in hospitals ranked 3rd class. These nurses got poor salaries. In addition, employment power has various ways, but mostly belonged to president of hospital, human resource management office and relating departments while nursing department having very limited power. Conclusion: The payment for nurses employed under contract system and temporarily employed nurses is too low. The employment situation for nursing workforce is unstable. The Department of Nursing has fitter employment power, which is disadvantage for management. The current human resource management regulations limit the nursing administration and the nursing quality improvement. Suggestions: Hospitals should have a great concern of this issue, set up relating policies to ensure the right of nurses employed under contract system and temporarily employed nurses, build up completed stimulating strategies and employment transition regulations, sort out the problems about employment transition, assign more power to the Nursing Depamnent, and standardize the employment procedure.
