城市轨道交通可持续发展评价指标体系研究

A Study into Evaluation Index System of the Sustainable Development of Urban Rail Transit

中国的城市轨道交通已开始新一轮的建设高潮,此时更应充分重视各项目的可持续发展评价,以确保轨道交通项目的健康发展。城市轨道交通可持续发展的内涵包括广大民众的接受性、环境生态的兼容性和经济效益的合理性。在已有研究文献基础上,结合相关领域专家意见和国内城市轨道交通项目的具体情况,城市轨道交通可持续发展评价指标体系包括以下8个指标:咨询规划的合理性、整体设计的科学性、运营管理的连贯性、消费者效用、环境影响后评价、经济分析、公众参与程度。作为公共基础设施项目,为弥补政府公共决策在该领域的不足,在城市轨道交通项目的各个阶段都应鼓励公众,特别是非政府组织的广泛参与。

China＇s construction of urban rail transit has stepped into a new booming period and thus full attention should be paid to the evaluation of the projects＇ sustainable development. The acceptability of the public, compatibility of environment and ecology and reasonable economic profits are the connotations of the sustainable development of urban rail transit. The paper, based on previous studies and suggestions of relevant experts and considering the current conditions of rail transit projects in China, proposes the following indices for evaluating the sustainable development： the proper consultation about planning, scientific comprehensive designing, continuous operation management, satisfaction of consumer, post-evaluation of effects on environment, economic analysis, and degree of public participation. To make up for the deficiency of government＇s public policy decisions in the public infrastructure, urban rail transit projects at every stage should encourage the participation of the public and, in particular, the non-governmental organizations.
