The disadvantages of multiple jobholding can be alleviated and its advantages developed only if we take the managerial ideology of clinics as the centre, alter the administrative tendency of medical practice, education and research, intensify the construction of .democratic system in academy, balance academic authority and administrative power, establish and perfect the systems of academic committee and tenured professor system, compete for a post by department director, and department secretary and so on in order to make the reasonable branch establishment, decentralization of power and permeation in academic authority and administrative power.
