在当前社会和教育面临改革和发展的背景下,农村基础教育存在着不能很好地服务于新农村建设、跟不上城市化发展的进程、教师队伍建设不适应基础教育改革需要、课程改革难以深入、乡镇政府没能承担起义务教育的责任等问题,研究这些问题是农村基础教育的重要课题。

With the ongoing reform in society and education, many problems arise in elementary education in rural areas. For example, the current elementary education fails to serve the task of building a new countryside. It falls behind the pace of urbanization. The teaching staff cannot meet the demand of the education reform. The local governments do not work duly in compulsory education. Teacher education fails to play a leading role in rural elementary education. The reform in curricula meets with difficulties in its way ahead. The foregoing problems have become the hot issues in rural elementary education, which demand research and solution.
