摘要
利用成本收益法计算辽东地区5个主要树种1个轮伐期内各林龄的价值,以及辽东地区公益林的总价值和单位面积价值,并以此为依据,得出辽东地区公益林生态效益补偿的标准。结果表明:辽东地区公益林的总价值为1146.2752亿元,折合成单位面积公益林价值为9.314万元/hm2;辽东地区公益林生态效益补偿合理的标准为158.85元/(hm2.a)。研究结果可为辽东地区森林资源的评估及其生态效益补偿提供理论依据。
This paper aimed at evaluating the ecological compensation for the public welfare forest in Eastern-Liaoning. Followed the theory of labor value, we calculated the price of the public welfare forest of each age during one rotation in Eastern-Liaoning, by employing the cost-benefit method. Then we figured out the total value and value of per unit area of public welfare forest in Eastern-Liaoning. The total value is 114.627 52 billions yuan and 93.14 thousands yuan per hm^2. Based on which, the compensation criterion was put forward. The compensation criterion is 158.85 yuan per hm^2 per year. Thus the theoretic basement for evaluation of forest resource and compensating for their ecological benefits in the region were provided.
