从市民社会到公民社会

From the Civic Society to the Citizen Society

经过20多年的实践,建立在市场经济体制之上的新生的社会因素和社会制度在不断地生发和成长。这些变化说明中国社会发展的现实进程,需求建立一种全新的社会形式或生活样式,其中一个重要的制度和文化维度是在个人与国家的关系上,在个人的行动和观念的领域。但是,这种新的社会形式或生活样式不应是消极地保护私域免遭国家(政治)权力侵害的"市民社会",因为在当今中国社会,市民社会的概念已经无法涵盖社会发展对它的要求,而应是建立相对独立于国家和政府,以市场经济充分发展,以民主政治高度发达、倡导公民参与意识、责任意识、独立人格为基础的公民社会。

Through over 20 years＇ practice, the newly--produced social factors and social system continuously comes into existence and develop. This change exposes the real process of the development of Chinese society, which demands the establishment of a brand new social form or life style. The relationship between the individual and the nation becomes an important perspective of the system and culture, which relates to the area of individual behavior and ideas. However, this new form of society or life style isn＇t supposed to be a civic society which protects the private domain from the invasion of the state （political） right passively because the concept of the civic society cannot cover the demands from the social development in current China. Therefore, a citizen society with relative independence from the nation and government, fully developed market economy, highly developed democratic politics and the advocacy in citizen participation awareness, responsibility awareness and independent personality.
