摘要
以北京前门大栅栏地区规划作为案例展开探讨,指出现行土地再开发机制遵循的是谋求土地价值最大化的市场原则,其实质可以抽象为"政府—开发商"的单一向度关系,导致旧城土地特殊的公共属性被忽视,以及社区居民被排除在决策程序之外。为此进而提出了实现旧城更新规划与土地再开发机制相协调的变革构想,包括:建立城市规划与土地管理部门的联合干预机制、赋予社区组织优先参与旧城土地再开发的权利、以旧城更新规划为导向修正土地再开发制度等。
With the Dashilan area of Beijing as an example, this paper indicates that current land redevelopment is based on the value maximization market rule which could be abstracted as "govemment-developer" relationship. This leads to the public attribute of land in inner city are neglected and the wills of local residents are not considered in the decisionmaking process. It presents the assumption of integrating the inner city renewal planning and land redevelopment mechanism, which includes setting up the joint interfering mechanism between urban planning and land administration departments, granting rights to the community to participate into the land redevelopment of the inner city, and amending the land redevelopment system with inner city renewal planning as an orientation.
