中国服务经济发展水平的审视与政策思考

Surveying the Development Level of Chinese Service Economy and the Thinking of the Policies

最近几年大力发展服务经济似乎成为全国上下的共识,然而,中国服务经济发展水平是否落后,则是需要研究的基础性问题。通过与部分发达国家和部分发展中国家的相当时期的比较可见,中国服务经济的发展问题并不是一般意义的落后与缓慢,不是量的大力扩展问题,而是结构优化、调整和升级,是质的提高的问题。因此,在对策方面应该强调服务经济的结构优化与调整,而不是盲目、片面和笼统地强调加快服务经济的发展。

In recent years, it has seemed to become a common perception to energetically develop service economy. However, it is the basic issue to make research on whether the development level of the Chinese service economy is backward. Compared to the corresponding period of the advanced countries and some developing countries, the development level of the Chinese service economy is not backward and slow in a general sense. It is not the issues of greatly enlarging the scale but the improving of the optimizing, adjusting and upgrading of the structure and it is an issue of the improving of the quality. As far as the countermeasures are concerned, the optimizing, adjusting of the structure of the service economy should be emphasized to promote the development of the service economy but not the blind, sided or general accelerating the speed of the service economy.
