摘要
为满足农村广大农民日益增长的养老保障需求,抓住"人口红利"带来的各种良机,尽快改变我国农村养老保障体系处于"制度真空"的现实,有必要建立新型农村养老保险制度。本文基于宏观视角和战略高度,从制度框架与基金管理模式两个方面,提出了建立我国新型农村社会养老保险制度的战略思路。
It is highly necessary for China to establish a new type social pension system in order to satisfy growing pension needs of the large rural pollution, capture the opportunity of the demographic dividend period, and improve the situation of ＂policy vacuum＂ regarding rural pension protection system. The paper proposed on the strategic thinking of establishing a new type rural pension system in China and its framework and fund management model from a macro perspective and a strategic plane.
