The author argues that the concept of all-under-heaven implies,as the most important in Chinese political thinking,an inclusive universalism or a compatible universalism as the 'fourth culture' of greater potentialities to reduce global conflicts than the western 'three cultures' as Wendt describes.And the Chinese compatibale universalism could be found being theoretically supported by Chinese ontology of relations,which says coexistence is prior to existence.
