盗窃破坏电力设施案件发生的原因主要是:有暴利而且有"销路",保护主体不稳定、防盗措施不足,破案率低、相关法律衔接性差。电力设施保护的对策是:加大宣传力度、建立奖励举报制度,依法整治废旧金属收购点,提高防盗的技术水平、建立健全内保机构和队伍,赋予电力设施保护领导小组或下设办公室行政执法职能。
