转型社会的政府职能的改革是一个涉及多方面的系统的工程。政府的职能转变同经济体制改革是同等重要的。也是相当困难的。本文只是简单的对转型社会政府的职能进行了一些思考，主要从管理的理念．机构改革和改革工作重心来谈。对于政府改革来说，这几个方面显然不是很充分的．但确实非常重要的方面。

The reform of government functions of social transformation is a multifaceted system works. The Government＇s economic reform is equally important with the changes of the functions of the government, and it is quite difficult. The paper simply do some thinking on government functions of the social transformation, mainly from the concept of the management ,institutional reform and the focus of the reform. As for the government reform, these areas are apparently not enough but very important.
