在利用外资开展项目时,为了保证项目内部机构之间的财务运作,需要制定一套适合项目内部机构之间使用的财务管理办法。本文针对外资项目资金管理的独特性,重点阐述一套适合项目内部机构之间使用的财务管理办法应包括的内容,以及制定过程中需要注意的问题,希望制定出一套既符合外资项目管理要求,又能满足国内财务管理需求的办法。

A set of finance management regulations suitable for interior agencies＇ use should be formulated to ensure the financial secure operation among project interior agencies upon implementing donor＇ s projects.In this article,in line with the properties of fund management under donor＇s projects,it focuses on the component of a finance management regulations suitable for interior agencies＇ use as well as some issues where attentions should be attached when formulating the regulations,with an expectation to facilitate working out finance management regulations satisfying both the requirements of national finance management and donor＇s mandates.
