根据公路网的道路与交通特征参数指标，阐述了评价公路网规划方案优劣的新模型，既多对模糊算子的二级综合评价模型，并结合运用ＡＨＰ法（层次分析法）来确定评价指标权重。

According to road and traffic characteristic indexes of highway network, this paper illustrates a new mode with which the best among many planning schemes can be evaluated. That is two grade fuzzy comprehensive evaluation with many fuzzy operator. The method resort to AHP method to get the evaluating indexes' weights. 
