新形势下的工程项目管理迫切需要理论变革和实践创新,亟待突破传统的思维模式重新思索项目管理三大基本目标(投资、进度、质量)。在剖析传统工程项目管理理论框架下三大基本目标所面临的困境基础上,分别从投资、进度、质量三方面,以全新的思维视角诠释了工程项目管理三大基本目标的新意涵;进而提出了从"对立"到"共赢"的投资模式;并探讨了从纯技术决定论到商业条件约束下的进度理论及资金关键线路法,以及"多维可持续发展"的质量内涵。

In the new situation, project management objectives urgently need to change in theory and innovation in practice, and also need to rethink three basic objectives of project management which are included of investment, schedule and quality within breaking the traditional mode of thinking immediately. On the basis of analyzing the difficulties which three basic objectives are facing under the framework of traditional theory on project management ,the new meaning of three basic objectives of project management is interpreted as a new perspective of thinking from three aspects-investment, schedule and quality. Further more, the nature of investment from incompatible to sharing is put forward ,and new schedule theory from technology-restricted to marketing-restricted is discussed. Lastly, the concept of sustainable and multidimensional quality is illustrated.
