Analysis on Decision-making System and Operational Mechanism of the Government Investment Projects

在分析我国政府投资项目决策现状的基础上,从决策主体、决策程序、决策方法和决策制度建设4个方面分析了政府投资项目决策体系的构成,并分析了政府投资项目决策体系各构成要素之间的关系,运用"鱼骨图分析"方法揭示了政府投资项目决策体系的内在运行机理,探讨了政府投资项目决策体系的运行机制,为推进政府投资项目决策科学化和制度化提供了理论依据。

Based on the analysis of the decision-making status of the government investment projects, it analyzes the constitution of the decision-making system of government investment projects in four aspects, such as the decision-making subject, the decision-making process, the decision-making methods and the construction of decision-making system. Then it analyzes the relationship among the constituent elements of the decision-making system of government investment projects. It uses the ＂fish bone diagram＂ to reveal the internal operational principle of the decision-making system of government investment projects, and discusses the operational mechanism of the decision-making system, in order to promote scientific and institutionalized decisionmaking and provide a theoretical basis.
