Research on Policy Management of Building Energy-Saving in China

目前,激励政策成为诊治建筑节能实施滞后问题的焦点,上海市拟建立的以"市场交易"为核心的建筑节能新机制,主张将政策与市场结合起来推动我国的建筑节能。但尚无一个对建筑节能产品市场交易的量化研究。基于以"市场交易"为核心的建筑节能"证书"交易理论,运用新制度经济学的信号传递分析方法,解决了建筑节能市场交易的激励缺失问题,为建筑节能经济激励政策的制定提供了参考。

At present, many policies have been proposed to impel the implementation of building energy saving. Based on the theory of market trading for building energy saving, the new mechanism has been established in building energy-saving to take ＂ the market transaction＂ as the core by both policy and market ways. But there is still no quantitative analysis for transaction price of building energy saving in China building industry. By using theory of Institutional Economies and ＂the market trading＂ cored mechanism, the paper constructs a price model to solve the fade zone of trading price in building energy saving market. The positive research shows that the price model could be a valuable foundation for the establishment of building energy saving incentive mechanism.
