浅议林业新时期的森林经营

An Analysis of the Forest Management in the New Era of the Forestry

本文通过对林业新时期森林经营的定义、效益分析、成本计算的讨论,认为可持续地发挥森林的生态效益、经济效益和社会效益,是该时期森林经营的目的。而目的的实现,在于维护森林资源的机会成本T(不能采伐树木而减少的收入)得到相应补偿,因此实现森林的可持续经营,是政府、企业和公众共同努力的目标,本文由此提出了林业新时期森林经营应遵循的原则。

Based on the discussion on the definition of the forest management in the new era of forestry, the benefit analysis and the cost estimation, it is considered that the purpose of the forest management in this era is to realize the sustainable development of the ecological benefits, economic benefits and social benefits. To achieve this goal, it should be guaranteed that the opportunity cost T（ the reduction of income because of no allowing to cut timber） which maintains the forest resources get the necessary compensation. Realizing the sustainable development of the forest management is the common goal for the government, enterprises and the public. In this paper, the principles are put forward which the forest management should follow in the new are of forestry.
