从保护师生健康,构建和谐校园的目的出发,探讨了高校公费医疗改革的种种措施。提出高校公费医疗改革首先要从机制上着手,从立法的层面建章立制;其次要考虑到师生的实际承受能力,探索建立健康保险金制。并根据所在单位的成功经验,提出了一些有益的建议。

In order to provide better medical service for staff of colleges and college students and enhance the harmonious campuses, the thesis studies the various ways of reforming college medical systems and suggests that the first step should be system changes on the perspective of legislation. The next step concerns on the staff and colleges students＇ financial abilities. It put forward some efficient measures in establishing health insurance budgets based on the related experiments at the author＇s university.
