Taking the example of the development of small towns in Zhongning, Ningxia, it analyses the function of the planning and building of towns to the development of small towns. Combined with the present plato ing and building of towns in Zhongning, it illustrates the direction of their development, so as to promote the rapid development of small towns in Zhongning.
