水库防洪分类调度方式设计探讨

Discussion on classified dispatching mode of reservoir flood control

为深入研究新的水库防洪调度设计理论方法,提高防洪安全度和洪水资源利用率,本文在作者以往防洪分类调度方式研究的基础上,系统的论述了分类调度方式设计的必要性和可行性,基本理念、假定,实施防洪分类调度方式设计的条件与步骤。并以碧流河水库为例,论述其分类调度规则的制定过程,并检验其防洪分类调度方式设计的合理性与安全性。

In order to study the new flood dispatching theory and method, ensure the safety of flood control and increase the rate of flood resources utilization, this article based on the studied results systemically discusses the desirability and feasibility of the classified dispatching mode, and presents the basic thought, assume, application conditions and the steps to design it. Biliuhe reservoir in Dalian had been taken as an example to design the classified dispatching regulations, at the same time the rationality and security of this mode have been verified.
