摘要
在中国水电行业,业主单位对工程建设各参与方(监理、承包商、设计)职责范围内工作进行干预的现象较为普遍。这种"干预"行为会引起管理混乱、责权不清、决策迟缓等问题。为了探索导致业主"干预"的原因,本文对3个大型水电项目进行了案例研究。研究发现,业主、监理、承包商、设计等不同职业间的五种差异是导致业主"干预"的主要原因。文章将这些差异定义为文化差异、待遇差异、投入差异、角色差异和地位差异。
In the Chinese hydropower development industry, the clients frequently interfere affairs in participants (consultants, contractors and designer). These interfering activities can lead to a disorder of coordination between clients and participants, and slow decision-making. This research aims to identify the causes of clients' interference. Case studies on three hydropower projects in China are conducted. This research indicates that five types of differences between different professions are the main cause of clients' interference. They are the culture difference, salary difference, involvement difference, role difference and ability difference.
