Practice and Enlightenment of Innovation System building in European Countries

通过自主创新建设创新型国家战略的实施,让更多的学者与政策制定者关注我国创新体系建设问题。从横向和纵向两个维度述评了创新体系理论的演化过程;从创新调查、创新投入、创新中介培育和创新政策监测四个方面阐述了欧洲国家创新体系建设的实践;最后从理论本土化、实践协作化和政策多元化三个角度对我国创新体系建设提出了相应的启示及建议。

Through by implemented the strategy of building an innovative nation on independent innovation , more and more scholars and policy makers have concerned about building national innovation system in our country. This article reviews the theoretical evolution of innovation system from two dimensions. It is also from four points to review the construction of innovation system in European countries, which are innovation investigations, innovation investment, cultivating innovation intermediary and monitoring innovation policy. Finally, it points out some corresponding inspiration and suggestions in three diverse perspectives to build our national innovation system, such as localization theory, practice of collaboration and policy coordination.
