实施建制镇发展战略,对于新农村建设、城乡一体化、制造业转移、产业集成和体制改革试验都有重要意义。广东有条件有能力率先形成百镇争先千镇崛起的新格局。可按特级镇、一级镇、二级镇、三级镇分类规划,逐步实施。要制定全面扶持的配套政策。

It is very significant for the construction of new countryside, the integration of urban and rural areas, transfer of manufacturing industry, integration of industry and experiment of system reform via implementing the development strategy of setting up designated towns. This paper holds that Guangdong Province is qualified and capable to be the first to establish the new competitive pattern among all kinds of towns and further elaborates that the development strategy can be put into effect step by step according to constitutional planning of special grade town, first grade and second grade. Meanwhile, corresponding policies should be made to support the overall implementation of the development strategy.
