目前,随着我国环境法律体系的逐步完善,环境污染在很大程度上得到治理,环境保护得到加强,但环境污染问题还没有得到遏制,在一些区域还有继续恶化的趋势,一部分原因是由于立法与实施脱节,环境法没有得到有效实施,环境法实施过程存在机制等方面的障碍。
