Dam safety management:summary of laws and regulations

改革开放以来,通过近30年的建设,以水法、防洪法为基础,以《水库大坝安全管理条例》为核心,相应部门规章和规范性文件配套,有关技术标准齐全的大坝安全管理法规与标准体系的建设取得了巨大成就,形成了一套适合中国国情并基本满足经济社会发展需要的水库管理法规与标准体系。但有些规范已不适应当前形势下的水库管理工作,应加快修订,以进一步加强我国大坝安全管理工作。

Since the opening up of China to the outside world and nearly thirty years of development, relevant laws and regulations that based on Water Law, Flood Control Law and Management Regulations of Large Dam Safety are promulgated. A series of technical standards or norms on dam safety management have been issued. A systematic management rule and regulations for reservoir management has been formed. However, these rules and regulations become inadaptable to the current condition of reservoir management and should be revised so as to strengthen dam safety management.
