我国节能产业发展的市场化模式研究

Research on the Market-Oriented Mode of China,s Energy Conservation Industry Development

本文认为,合同能源管理是市场经济条件下实现节能的新商业运行模式,在我国极具发展潜力。运用合同能源管理的市场化模式不仅适合我国节能的现实,而且是建立我国节能产业的最主要方式。文章提出,推广合同能源管理模式发展节能产业,第一,要进行制度创新,加大政府的扶持力度,建立节能的长效机制;第二,运用"以成果带项目、以项目融资金"的市场模式,提升专业节能服务公司的融资能力;第三,实行联合经营,发展壮大节能服务公司的实力;第四,节能服务公司应综合比较选择客户,降低经营风险。

The authors believe that Energy Management Contract （EMC） is a new pattern of business operation that can be used to realize energy conservation in the light of market economy. The application of market-oriented mode of EMC not only adapts to our requirement of energy conservation, but also an important way for our country to establish the energy conservation industry. The authors put forward that, to promote the development of energy conservation with the help of EMC, we should make institutional innovation, improve the capacity for finance, encourage joint operation and choose the best clients to decrease risk.
