As a philosophy of governing, the concept of scientific development shows the nature,the aim and the progressiveness of a proletarian party. In present-day, the concept of scientific development is an active response of a party in power to China political ecology and reports the vast majority of Chinese people＇s demand. And it is persistence, utilization and development of Marxism society development theory concerning the final decisive force of society development ,the people＇s subjective status of history development, the comprehensive production and systematical development.
