辽宁沿海县域经济综合评价及发展建议

Integrated Evaluation and Developmental Proposals for County Regional Economy of Coastal Areas of Liaoning Province

辽宁省"五点一线"空间发展战略,对开发辽宁沿海地区意义重大。以沿海12个县市为样本,选取17个能反映区域发展水平的指标,运用主成分分析和聚类分析相结合的方法,分析评价各县市的发展水平,得出沿海县市经济发展水平差异较大,可以划分为四个等级的结论。在此基础上,提出做好统筹规划,加强区域间的横向联系,扶持民营力量,以比较优势突出县域经济特色,以循环经济促进县域经济的可持续发展等建议,为辽宁沿海以及全省县域经济的快速、协调、可持续发展提供参考。

The spatial development strategy of ＂Five Points on One Line＂ is of significance for the coastal regional economic development of Liaoning Province. In this paper, twelve coastal counties are picked up as sample and seventeen indicators are selected to represent their levels of development; an analysis of principal components is made and a cluster analysis is systematically made, too. It is shown as a result that there are obvious differences between the twelve counties and they can be divided into four levels. On this basis, it is proposed that an overall plan be made; the interregional horizontal linkages strengthened; the private economy forces supported; comparative advantages used to give prominence to the features of county regional economy and circular economy fully imployed to promote the sustainable development. Therefore, all these proposals can be regarded as reference for the rapid coordinated sustainable development of the coastal economic belt and the county economy of Liaoning Province.
