On Non-public-owned Forestry Development of Liaoning Province

非公有制林业是现代林业发展的必然方向。辽宁省非公有制林业发展迅速,总量不断增加,规模不断扩大,领域不断拓宽,实力不断增强,已经成为林业建设的重要力量和决定因素。但在发展中受到规模不大、经营分散、资金筹集困难等内部因素和林木采伐限额、税费负担较重、林权证流转制度不健全、交易市场不完善等外部因素制约。因此,要引导农民建立专业合作组织,扩大生产经营规模;坚持政策的稳定性和连续性,适度放开采伐限度制度;完善林权流转机制,因地制宜制定林地流转方案;创新林业投融资本体制,开展林权抵押贷款业务;加大林业税费调整力度,为非公有林生产经营者创造合理赢利空间;完善林业社会化服务体系,构建森林资产评估平台。

Non-public-owned forestry is a necessary developmental trend for modern forestry and a better way for the whole society to initiate forestry by investment as well. The non-public-owned forestry of Liaoning Province is rapidly developing with total increasingly increasing, scale increasingly enlarging, domain increasingly broadening and strength increasingly strengthening and has become an important force and decisive factor in the forestry building. However, it is restricted in development by both internal and external factors. There are such internal factors as the relatively small developmental scale, the decentralized operation, the difficulties in funding, etc. There are such external factors as the negative effects of the current quota policy on forest cutting, the heavy burden of taxation, the imperfection of the current exchange system of certificate of forest rights, the incompletion of trading markets, etc. Six suggestions are made： farmers be guided to establish their special cooperative organizations; the scale of production and operation enlarged; forestry policies made stable and continuous; the systematic restriction of forest cutting quota reduced to a suitable extent; the exchange mechanism of forest ownership perfected by making suitable plans for forest land exchange according to local conditions; the system of investment and financing innovated; the business of secured loan for forest ownership launched; harsher measures implemented to readjust forestry taxation and charges in order to make reasonable profitable room for non-public-owned forest managers; the socialized service system of forestry perfected; a platform for forest assets assessment set up.
