陕西省教育发展的二元特征明显:高教强,基础教育弱;中央所属院校强,省属院校弱;城市教育强,农村教育弱;普通教育强,职业教育弱。强势所占比重有限,弱势是陕西的主体。寻找其制约因素,实现有效改进措施,才能把陕西建设成西部教育强省。
