本文根据港口设施的技术经济特征，主要分析了地方政府及外商的行为，并从资金、技术、管理及区域发展四个方面对“BOT”国际融资方式的投资效应进行了探讨。
Based on the economic and technical characteristics of projects of port works, this PaPer rnainiy analyzed the behavior of the local governments and foreign investors, and also discussed the four investment effects, including capital, technique, management and regional development, of ' BOT' international financing.
