近30年的农村改革,使得我国"三农"面貌发生了翻天覆地的变化,巨大成就举世瞩目。农民增收是"三农"问题的中心,是重中之重。湖南省农村30年改革发展给我们留下的启示就是:农民增收是农村改革发展的主线。论文从总量、结构、阶段性、差异性和政策效果等角度回顾和分析了30年来湖南农民收入的演变和现状,得出转折点上湖南农民增收不容乐观,因为:中国经济大背景下农民增收难,粮食大省农民增产不增收,务工经济对地方财政贡献度不大,农业基础薄弱,贫困面还很大。因此,需要促进农民增收与粮食安全协同发展;统筹城乡,实现基本公共服务均等化;发展非农产业,促进农民市民化;深化农村市场改革,发挥市场资源配置的基础性作用;建立财政支持"三农"的长效机制。

Papers review and analysis the evolution and the status of farmers income in Hunan during the past 30 years from total amount, structure, Stage, policy effect, farmers income is not optimistic on the turning point in Hunan. For farmers income increase is difficult against the background of China economy, farmers grain output without increasing income, Contributions of Migrant workers to local finance is small, agricultural foundation is weak, poverty also is great. Therefore, we need to promote cooperative development between food security and increase farmers, to coordinate urban and rural, to realize basic public sen＇ices equally, to develop non - agricultural industries, to promote the farmers civilization, to deepen reform of rural markets and play the basic role of market in resources allocation, to establish long - term mechanism of financial support ＂three issues in rural＂.
