有色金属行业存在着准入门槛偏低,企业规模偏小,资源开采无序,资源开发与生态环境保护之间矛盾尖锐,产业结构失衡和技术水平落后等方面的问题。出现这些问题的原因主要是:政策不到位、不协调;资源综合利用工艺与设备落后,高水平、复合型人才匮乏;企业粗放型经营管理,缺少可持续发展经营理念。针对这些存在的问题,提出加强行业的创新能力建设,加强知识联盟和技术联盟,实现技术和管理的集成,走自主创新的道路,增强参与国际市场资源竞争能力,增加产品的附加值,提升有色金属行业效率。

There are some problems in the nonferrous metals industry, such as non-strictly allowance, small scale of the enterprises, the resources disorderly exploited, incisively contradictory between resources utilization and ecological environment protection, inadequately industrial structure, and absence of advanced technology. The reason for these problems appearing is mainly in three aspects. Firstly, the policy can not be ascertained and cooperated in harmony. The second, the technology and equipment in resource comprehensive utilization are not good enough, and the multi-skill talented manager with the high level is absence. Lastly, the enterprise management and operation are not precisely, the sustainable development management idea is lack. It is pointed out on the base of these existing problems that innovative capacity construction of the industry, the alliance of the knowledge and the technique must be emphasized, therefore the integration of the technology and the management are achieved, the competitive ability to participate in the international market is enhanced, the value of the productadded is increased, and the efficiency of the non-ferrous metals industry is enhanced by development of the independent innovation.
