政府驻外办事处作为我国行政派出管理模式中的一类,建国后至今一直发挥着重要作用。然而,随着社会的发展,各级政府驻外办事机构之间由于自身派出性质以及制度变迁过程中中央和地方财政关系的变化,导致了各级政府驻外办事处充当了制度变迁下的博弈先锋,并引发了一系列问题。本文认为应加强法律、制度监管和组织设计,进一步完善各级政府驻外办事机构职能,以发挥政府派出机构本身的作用。

As one of administration abroad, the government abroad organizations of our country has brought important effects after the new China was built. However, with the development of our society, government abroad organizations at all levels become game pioneers of the system transition finally and initiated a series of problems because of the characters of itself and the changes that central authority and local finance relationships. In order to produce government abroad organizations its own influences, this article believe that we should reinforce legal system, inspection, organization design; perfect the function of government abroad organizations at all levels furthey.
