烟花爆竹生产安全事故原因及防控对策探讨

烟花爆竹生产由于行业的特殊性,各种原因引发的事故时有发生,在给人民的生命财产造成严重损失的同时,也对社会稳定造成恶劣影响。本文在对烟花爆竹生产事故的主要原因、事故类别进行剖析的基础上,着重讨论了烟花爆竹生产事故的控制措施,从管理上强调采取要严把安全生产准入关,要增强企业的安全生产主体责任意识,要注重烟花爆竹生产企业安全文化建设等九项措施,从技术条件上强调了烟花爆竹生产企业应具备的安全技术条件。

Due to the particularity of the fireworks and firecracker manufacture, many kinds of production safety accident have taken place frequently. It takes serious losing of the human＇s life and wealth, and also takes abominable effect of the societal stabilization. Based on analyzing the causes and the sorts of production safety accident of fire-works and firecracker, this article discussed how to control the production safety accident of fireworks and firecracker. Base on the management, the article explained that we must pay more attention to adopting nine items of measure including strict controlling the admittance of the fireworks and firecracker manufacture, and giving enterprises greater responsibility for production safety and taking enterprises safety culture seriously, etc. The safety technique conditions that the fireworks and firecracker manufactory should own were emphasized from the aspect of technology.
