警察临战的目标和价值是为法而战,为维护法律的权威而战,为捍卫法律的尊严而战。警察临战必须有宪法上的依据和授权,必须有基本法和单行法的肯定,必须有法规条例的具体内容。从实体上看,警察临战中应当注意区分刑法、行政处罚法、治安管理处罚法等有关法律中罪与非罪、犯罪与违法之间的界限。从字面上看,警察临战说明警务人员面临战斗、接近战斗,并不是说必须战斗。不战而屈人之兵方为警察临战的最高境界。

The goals and values of police facing battle should be fighting for the law, safeguarding the authority of law and defending the dignity of law. Police facing battle must be written in constitution and basic codes and regulations. Distinguish between criminal and non-criminal should be taken to in Criminal Law and other relevant law. Literally, police facing battle is not to say that we must fight. It is the highest level to defeat the enemy without a battle.
