基于资产建设理论的中国反贫困政策研究

Endowing with the Right of Holding Assets to the Poor:The Foreign Practice of Individual Development Account and the Apocalypse to Chinese Antipoverty

"资产"是一个仅与富人或者是非贫困者相关的概念,穷人没有也不可能拥有资产是毋庸置疑的。政府以及社会给予穷人的救助也局限在以收入为基础的现金和财物的补贴上。然而,收入补贴仅能维持最基本的生活,并不能从根本上摆脱贫困。基于迈克尔.谢若登教授提出的"资产建设理论",资产能够带来用收入难以比拟的经济和社会效益。为穷人建立属于他们自己的资产账户,可以帮助他们逐步摆脱贫困,而不仅仅是维持最基本的生活。文章通过对资产建设理论的理解以及"美国梦"示范工程的研究,提出中国反贫困政策适当应用资产建设理论的若干建议。

＂Asset＂ is a kind of concept that only relates to the wealthy or the non-poor. It＇ s no doubt that the poor don＇ t have or can＇ t have any assets. At present, we assist the poor just according to cash and goods subsidy which based on the ineome. But in fact, income subsidies just maintain the lowest standard of life, which can not help the poor break away from the impoverishment. The professor Michael Sherraden proposed the asset-building theory, which indicated the asset can bring up the gigantic economical and social benefit. We should help the poor set up their owned assets account that is propitious to get out off the poverty. According to the understanding of the asset - building theory and the ＂American dream＂ plan, this paper makes some suggestions for Chinese antipoverty.
