摘要
军品价格规制是一项特殊的规制,它有其独特的内涵。在博弈论的视野下,军品价格规制既是军品供需双方的一种博弈规则,又是规制机构、军品采办方、军品承包商间的一种合同;其规制的主体是政府行政部门与军方装备主管部门,客体是军方采办部门与军品承包商,而他们之间又存在着复杂特殊的关系;其规制的目标是:实现资源有效配置,提高企业的内部效率,维护企业发展能力,提高军品采办效益等四个主要方面。
As we know, the military products pricing regulation is a special regulation of much unique connotations. Under the perspective of Game Theory, the military products pricing regulation is not only a game rule between demand-side and supply-side, but also a contract among regulation institution, the military products procurement agency and contractor. Secondly, the main body of regulation is government service and arming charge department of the Army, and its object is the military products procurement agency and contractor, but there are lots of complex and special connection between its main body and object. Finally, the regulation has four clear goals: to achieve effective resource allocation, to improve interior efficiency of corporations, to maintain corporation development, and to improve the military products procurement benefit.
