摘要
我国当前的教育救助是一种基于道德诉求的济贫式救助,责任主体界定不合理,项目杂乱,资金不足,救助方式不规范。不论从社会正义发展的要求看,还是从贫困文化论与人力资本角度看,都不符合社会发展的要求。必须确立正确的教育救助政策取向,实现从临时性救助到制度补偿的转变,从基本受教育权救助向综合救助转型,建立协调有序的救助管理体制。
The educational assistance in our country is based on the request of morality. As seem from the aspect of social justice, poverty culture & human capital theory, it's not consistent with the development of society. We must establish a correct tropism for educational assistance policy, carry out the transformation from temporal assistance to system compensation, from basic educational fights salvation to comprehensive assistance, and establish a harmonious management system for it.
