Using institutional innovation to promote Chongqing urban and rural overall development

政策和制度障碍是导致我国城乡二元结构的根本原因。重庆市被批准为"统筹城乡综合配套改革试验区"以来,取得了一定成效,但在制度和政策设计上仍然没有完全打破城乡分割的体制,还需要加大政策调整力度。要统筹配置城乡土地资源,建立城乡统筹的社会保障制度,积极推进金融体制改革,建立有利于农村劳动力转移的就业服务体制,并加快城乡统筹公共财政体制改革。

Policy and institutional barrier are the basic reason for China＇ s urban - rural dual economic structure. Since Chongqing was entitled an overall rural and urban development reform experimental zone, progress has been made in construction. However, the complete separation between urban and rural areas have not been completely changed in the aspects of policy and institution. Chongqing should overall plan land resources, establish overall urban and rural social insurance system, actively promote financial system reform, establish employment service system in favor of rural labor force and accelerate overall urban and rural public financial system reform.
