Strategies for a Social Security System Covering Urban and Rural Residents——Overall Advancement of the "Three Key Security Schemes" Covering All Urban and Rural Residents

从城乡居民社会保障体系建设现状出发,在系统分析当前中国城乡居民社会保障体系建设中,来自经济、社会、文化、制度和组织五方面制约因素的基础上,提出了应"坚持三个基础,充分发挥两个合力,努力形成一个全民共建共享的格局",统筹推进"三项重点保障制度"先行覆盖全体城乡居民的发展思路。

Proceeding from the present situation, this paper makes a systematic analysis of restraints of China＇s social security system for urban and rural residents in economic, social, cultural, institutional and organizational aspects. It is proposed to ＂ uphold three bases, give full play to two joint forces, and strive for a system built and shared by all the people, advance the ＂three key security systems＂ simultaneously to cover all urban and rural residents.
